Fishery Notice - Fisheries and Oceans Canada

Subject: FN0754-Salmon: Troll - Area H - Areas 12, 13 - Johnstone Strait Chum - Opening

Fishing Period one of the Area H Troll Johnstone Strait chum Individual
Transferable Boat Day demonstration fishery will close as scheduled on Saturday
October 11/08 at 23:59. Fishing period two will open at 00:01 Tuesday October
14/08 as described below. Each vessel has been assigned an initial allocation
of two boat days in fishing period two. Boat days may be fished at any time
during the fishing period. Boat days are transferable between Area H vessels
within a fishing period but not between fishing periods. A maximum of one
third of the total number of boat days held may be carried over from fishing
period one to fishing period two provided that that the day(s) was not fished.
The carry-over will be rounded down to the nearest whole number if required.
Vessels eligible for the carry-over of day(s) will be automatically issued
licence amendments showing the updated number of days permitted to fish.
Vessels with incomplete reporting records (start/end and daily catch reports)
will not be issued amendments until all records are current.

Fishing period two will open 00:01 Tuesday, October 14, 2008 to 23:59
Wednesday, October 29, 2008, with the exception of October 20, 2008 which will
be closed for the seine fishery, in Subareas 12-1 to 12-5, 13-6, 13-7
(excluding Deepwater Bay), 13-8 to 13-10, a portion of 13-11 lying west of a
line from Bodega Point on Quadra Island, to a boundary sign at 50 degrees
16.390 minutes north, by 125 degrees 22.620 minutes west, 13-27 to 13-32, 13-35
and 13-40 (westerly of a line running from a Prominent Point approximately 1.5
miles east of Eden Point across to a boundary sign on the Hardwicke Island
shore opposite). The regular Amor de Cosmos creek boundary will be in effect.
Subareas 13-6 and 13-7 are exceptions and will be closed on weekends.

Notes

The target species for this fishery is chum salmon. Pink salmon may also be
retained. There is non-retention of sockeye, coho, chinook and steelhead.

Area H Troll vessels are reminded that in order to participate in the Johnstone
Strait mixed stock chum fishery amended Conditions of 2008/2009 Salmon Area H
Licence are required. The request for amendment form and reallocation forms
are available at any Pacific Fishery Licence Unit or online at:
http://www.pac.dfo-mpo.gc.ca/ops/fm/Licensing/Default_e.htm under the
heading “Application Forms”. Contact Rhonda Mair at 250-756-3371 for
information regarding your amendment or reallocation request.

Barbless hooks and operating revival tanks are requirements in this fishery.

Vessel masters must phone 1-888-387-0007 and provide a start and end fishing
report for each day of fishing. These reports are required on a daily basis
even if days are fished consecutively. Once a start fishing report is made,
that fishing day is considered to be used. Comox Coast Guard radio will be
assisting with on-grounds communications between fishers and Archipelago Marine
Research. A phone line will be available over Channel 84 at 20:30 each evening
the fishery is open.

At the end of each fishing day prior to 08:00h of the next day, the vessel
master must, as a condition of licence, record their catch information in their
Salmon Log Book and report their catch by calling 1-888-387-0007. Fishers are
encouraged to register their FIN and logbook number by calling 1-877-280-3474
to facilitate the daily reporting process.

All Area H vessel masters must validate their catch as follows:

(a) Prior to any dockside landing of fish, the vessel master shall hail in to
the designated salmon offload observer service provider at 1-866-930-4000
between 10:00 h and 18:00 h seven days per week and provide the following
information:
- vessel name;
- vessel registration number;
- name and Fisher Identification Number of the vessel master
- contact phone number
- date, time, port and location of landing of the fish;
- name of fish buying station where fish are to be landed;
- product type
- estimated number of pieces by species
- area fished
(b) a salmon offload observer shall be present during all offloading of catch
to record the number and weight of each species of salmon delivered;
(c) all salmon shall be landed at one of the following locations: Campbell
River, French Creek, Greater Vancouver, Kelsey Bay, Nanaimo, Port Hardy, Port
McNeil, Quadra Island.

(2) Packer landings:
(a) The vessel master shall deliver only to designated packers.
(b) The vessel master shall retain a copy of the validation record provided by
the packer at each delivery.

(3) Leaving the Johnstone Strait chum fishery:
If the vessel leaves the fishery to fish in another fishery the catch
a) shall be offloaded and verified by a salmon offload observer prior to
entering the other fishery, or
b) shall be verified on board the vessel by a salmon offload observer prior to
entering the other fishery.
c) Where the vessel re-enters the Johnstone Strait chum fishery without
offloading its catch, the catch shall be verified again by a salmon offload
observer.

Fishing will not be permitted in the areas closed for rockfish conservation.
These closures are listed on the DFO website at http://www.pac.dfo-
mpo.gc.ca/recfish/Restricted_Areas/RCAs/default_e.htm or can be accessed at DFO
district offices.

In Area 12, Mooring in Robson Bight (Michael Bigg) Ecological Reserve will only
be permitted 24 hours prior to a legal opening. The west and east boundaries
are identified by a 4x8 foot white sign with 3x3 foot orange sign in the
centre. The location of the west boundary is 50 degrees 29.759 minutes N by 126
degrees 37.592 minutes W and the location of the east boundary is 50 degrees
29.107 minutes N by 126 degrees 30.365 minutes W.

Fishers are reminded it is an offence under Section 7 of the Marine Mammals
Regulations to disturb marine mammals. Fishers are advised to follow the Be
Whale Wise: Marine Wildlife Guidelines for Boaters, Paddlers and Viewers (BWW)
which are available from local Fisheries Offices or on-line at
http://www.pac.dfo-mpo.gc.ca/species/marinemammals/view_e.html to avoid
disturbing local killer whales and other marine mammals.

Fisheries and Oceans Canada is interested in reports of sea turtles in BC
waters. By documenting sightings we are able to learn more about how, when, and
where these turtles are using our waters. If you see a sea turtle, please call
this toll-free phone number: 1-866-I SAW ONE (1-866-472-9663) or e-mail
[email protected]. Please include information such as the type of sea
turtle seen (i.e. leatherback), the location, and time of sighting.

Fishers are requested to avoid fishing among birds and not to run the line if
birds are near the net. Fishers are requested to retain all dead birds which
are entangled and to release live and unharmed birds by placing them in the
water. Please check all birds for metal bird bands (rings) on the leg. If a
bird is banded please contact Doug Bertram with the band number and capture
date and location at 1 250-363-6735 or by the email below. Handle birds with
gloves, double bag dead birds and label each bird with date, time, and location
and store them on ice. Please call your local charter patrol to organize pick-
up or drop them off at a local DFO office. Alternatively, please send
photographs of birds with a reference object such as a coin, and the date, time
and location to [email protected]. Your names and vessel names do not need
to be identified or included.
