Subject: FN0783-Groundfish: Clarification for Sablefish Quota Relinquishment Process

Due to the extension of the 2007/2008 Sablefish season to February 20, 2009,
questions have arisen with respect to what TAC should be used when determining
the percentage to offer for relinquishment when submitting an Application for
Relinquishment of Commercial Fishing Licence Eligibilities or Quota.

Calculations should be based on the combined 2007-2009 commercial sablefish
Total Allowable Catch (TAC).

The 2007/2008 commercial TAC (for August 1, 2007 to July 31, 2008) was 2937.92
tonnes, which equals 6,476,938 fresh round pounds.

The extended 204 day season from August 1, 2008 to February 20, 2009 is 1454.2
tonnes, which equals 3,205,929 fresh round pounds.

The combined 2007-2009 TAC that should be used in relinquishment calculations
is 4392.12 tonnes which equals 9,682,867 fresh round pounds.

“J-cut” pounds should not be used in calculations for relinquishment
submissions.

Below is an example of how to convert fresh round pounds to a percentage of the
TAC, required on relinquishment applications.

EXAMPLE
10,000 pounds of quota. How do I calculate the percentage?

10,000 fresh round pounds (of quota) divided by 9,682,867 fresh round pounds
(TAC) = 0.0010327 times 100 = 0.10327%

Please only provide percentages to six decimal places.

All offers will be verified by the Groundfish Management Unit.
