From what I read Aug 8th is when you will not be able to retain any. I image that they will close the river then.

where do you read that as i just read the notice FN0386 and it states on the 8th of aug its gonna close

Refer to the first point under the heading chinook in notice FN0386... the regs in red are only in effect for the time period stated. As far as size goes I stand corrected as chinook must be a min. 62cm in non tidal waters unlike all other salmon species which must be at least 30cm
