is it within the regs to use mulitple hooks (i.e. 2) in the river systems. a guy showed me a good rigging for bugs using 2 #4 hooks (similar to that of a herring set-up). is it a legal steel set-up?

there is NO confusion on this issue. two hooks in a stream is illegal. as well, i've been fishing bugs for over 20 years and the takes are, more often than not, very tentative. i have watched steelhead chewing on a bug for 50' before finally jumping on. most guys i've seen that do not know how to fish bugs, set the hook WAY too early.

i agree dinsdale,the takes when fishing bugs are usually very light and i find it is usually a good idea to delay the hookset on the fish just a little longer to give the fish time to fully envelop the bugs,this is due to the steelheads habit of pinning the bugs on the bottom before eating them.
