I heard that you can`t keep any smiley over 77 cm,what`s the smallest?

Depends where you are. Non tidal waters of the Fraser is 30 cm- 77cm. For areas 29-6, 29-7, 29-9 and 29-10 it's 62 cm-77cm. Fork length by the way.
