I have found that stacking 4 rods for bigger springs wasnt as effective as running one line/dr. plugs like to fish quite a bit faster than a flsher would. running a straight herring or anchovie without a flasher would probably be a better bet. springs will get flasher shy if you have too many down there. personally i like running 3 downriggers, one line per.
When I've fished plugs on the top line and not far from the deep one, say 15', the plug has tangled with the deep line with a flasher because it dives.

Flashers on top Always! Plugs and spoons on the bottom. Min 20feet in between. Flashers will bring the fish up from depth so keep your cut-plug ,spoon, or plug beneath your flasher to increase your catch.
