For the bottom of the Vedder / Sumas and the Dewney slough I have found his to work for me: For High tide, calculate the mid point time between Moon rise and Moon set (when the moon is on the meridian -- highest in the sky) and then subtract 3.5 hours. If that high tide is in the dark then the next high will come again about 12.5 hours later.

For another river on the coast observe one high tide there and compare it to the moon's meridian time for future predictions.
